There is a 'kiosk mode' that allows you to lock down specific actions
for some components to certain users or groups.  See the online
documentation.  There are also README.kiosk files in the source tarballs
of the components that support it.  I know xfce4-session, xfce4-panel,
and xfdesktop do.  Not sure about xfwm4.
