customizing xfce

Hi,

i installed xfce4 as desktop on a freeNX server for the terminal users.

i got a few questions :

- how can i customize a user desktop so that he can just get his workbuttons 
(no terminal, no configuration panel)
- how can i make it so that he can't set a desktop picture from out of his 
browser
- do i have to install full gnome to get gnome support or just some libs? if 
so how or what kind of libs.

and when i made this custom desktop how can i easly configure it from my 
account, is it a configuration file ?

great program xfce4 i just want to know how to fully customize it for users
