RFC: xfwm4: drop legacy KDE systray emulation

Hello folks,


we still have unmaintained code for the KDE's old legacy systray
protocol. It's not built unless explicitly enabled, it and doesn't
seem like anybody still actually using it.

Therefore I'd propose to remove it:

Is there anybody out there who still has practical use for it ?
