xfce 4.13 - stability and downstream packaging

Yes it's true, we're mostly holding back on Xfwm4 because we had mixed experiences with it. For some it worked better, for some it wasn't really usable at all. Hopefully the next 4.13 release will change this.

There are mostly rebuilds needed, but for more insight it'd be better to chat up somebody with actual packaging experience, e.g. Sean (in CC:).
