Drop splash screens in 4.14?

I don't think it is so much of a logout dialog problem but rather
the lack of a polkit authentication agent integrated with
xfce4-session. There are other problems, e.g. if suspend/resume
requires authentication the screen is locked before the polkit
agent comes up.
Making the logout dialog non-modal would have been a quick
workaround for 4.12 for the above case but it doesn't actually
address the underlying issue and there might not be any need to
redesign it once that is addressed.
