Drop splash screens in 4.14?

So here my 2 ¢...

I haven't used any Xfce splash screen for a long time, because even on a
computer with an old hard drive it starts up pretty fast, and thus I
don't really need any progress information. Could be different when the
system is loading over net.

Also the need for a splash theme reminds me of other, bulkier desktop
environments which are more sluggish at startup. Anyway, wouldn't be
opposed to using the logout animation stuff or whatever that is, and the
simple splash idea would be fine for me too, though most likely I'd turn
the latter off.
