Support transparent panel plugin backgrounds in GTK3 (was: How I can start contribute to XFCE?)

Thanks for bringing https://bugzilla.xfce.org/show_bug.cgi?id=11666 up, I
personally also dislike having an opaque background on panel plugins. I'm
separating this from the other discussion to make sure it catches the
attention of the relevant people.

Plugin devs,

Is there any issue with Konstantin's patch? Any issues that could occur,
overshoot in the amount of widget he renders as transparent? Could you
bring your input so the panel devs know whether to merge this patch / we
can agree on a generic behaviour for all the plugins?
