[Xfce-i18n] Considering moving to transifex.com

One obstacle is how web hooks currently work at Transifex.com, they are
only triggered when a translation reaches 100%. This is obviously not ideal
in our situation.
It could scan the RSS feed for changes, but also this feels a bit hack-ish.

A good point is that "releases" in the hub project can be used to see the
status of master / 4.10 / panel-plugins etc.
