problem upgrading 4.4 to 4.6

I had originally tried from the settings submenu, which didn't work, alas.
I tried xfce4-settings-manager from the commandline, and get 'command
not found'.
That seems quite odd...

Here's what's in /usr/local/bin:
    # ls /usr/local/bin | grep -i xfce
    startxfce4
    xfce-mcs-manager
    xfce-setting-show
    xfce4-about
    xfce4-appfinder
    xfce4-mixer
    xfce4-panel
    xfce4-popup-menu
    xfce4-popup-windowlist
    xfce4-session

Maybe my install is more messed up that it seemed...
