It is of course possible to modify xfwm4, it's just C released under
the GPL license.

However, you'll need a good understanding on how X works in general,
the Xlib and also the ICCCM, not forgetting the freedesktop EWMH
standard.

As for the code of xfwm4 itself, I'd suggest looking in the code, I
hope it's fairly accessible. There is no design documentation
avaialble, that's free software ya know :) cscope or any good code
browser should do the job.
