No icon theme in 4.6?

I don't care about Tango or whatever, I don't care about politics and
Tango is free enough for me, but I do care that Xfce by default looks
crap because we use a theme that is not available by default!
I do have Tango icon theme installed, but nevertheless if
xfce4-icon-theme is not installed, there is no icon in either the
panel nor the file manager, not even in menus. I see this as a major
problem, that's why I truly hope that we did not released Xfce as such
and I am missing something obvious here...
Simple question, do we try test the changes we make? I mean, did
anybody else has ever tried to do the default install, create a new
user and see how it looks?
