No icon theme in 4.6?

I did and with Tango installed, it looks fine. Since you're missing all
icons even though you do have an icon theme installed (Tango), that
sounds like different problem to me. Maybe no hicolor theme? Maybe no
icon theme selected at all (maybe we should add a default for Tango)?
