No icon theme in 4.6?

Sure there is no icon theme (nobody had time to port Rodent to XDG
specs). Stephan has started a new theme but it's far from complete. I
brought attention on this numerous time because we couldn't ship a
desktop like this in Debian. But tango-icon-theme has just been
relicensed to public domain so, at least for Debian, we'll depend on
tango-icon-theme so it could be used, and force the default theme to be
tango in config files.
