Version for 4.6.1?

I vote for not bumping the version number, not tagging and not making
part of minor releases (eg, 4.6.x) when nothing changed.

And translations count as changes.

For 4.6.1: no xfce-utils, xfwm4-themes or gtk-xfce-engine because
nothing changed.

When at some point a fix is implemented or translation updated, then
we can tag it. If it is part of 4.6.2, we release it with that version
number.

A down-side is we need to track what we released when (which is not
too hard to do, but still) because at some point, a valid up-to-date
install of xfce 4.6.3 could contain the following

libxfce4util - 4.6.3
xfdesktop - 4.6.3
xfwm4-themes - 4.6.0
xfprint - 4.6.1
xfce-utils 4.6.2
