I'm not entirely sure, but the idea of the dbus interface is that from
outside the panel plugins can register. This also allows "remote"
plugins Brian once requested for xfce-power-manager. I'm not sure
plugins need to power to set their position since they have no clue
about the panel layout (they don't want to), but who knows....
