No, I'm being stupid.  Apparently the mentoring org ranks the proposals 
after the app deadline.  Not sure if Google is involved at all aside 
from collecting the proposals and giving them to us.

Anyway, the rest of my opinion still stands: if you think you can do it, 
convince us in your proposal.  And you have until April 1 when we start 
looking at the proposals...
