Not necessarily. orca _should_ interact with Xfce normally. Simply try
to install it and use it under the Xfce environment. Although it will
install additional Gnome-specific libraries and, as Christian
mentioned it, will probably load these (some) at orca start-up, it is
not a "big deal". You will still end up with a light-weight system
based on Xfce.
Please understand that the Xfce devels will most probably not start
developing a screen reader; not in any future, at least. As suggested
earlier, simply try to install orca and Xfce on the same system, _and_
try to use both simultaneously.
