Ok, I fixed this myself, and I gave the 3 settings dialogs shipped with
xfwm4 a lot of love and attention.  They look much better now.  Still
TODO: figure out how to force the scrolled window in the wmtweaks
dialog to take its child's height request if there's enough room on
screen.
