it's true, neither the docs nor the libxfce4menu itself is complete. 
But it does work to such an extend that it covers a subset of the
menu standard and can already act as a replacement for the old
menu system used in Xfce 4.4 and older. 

I think the code is well documented, so if you plan to work with
libxfce4menu just read through the code and read the comments. Feel
free to ask if there are any questions.
