Skip pager hint doesn't let you cycle to the window

Hi,

While I'm writing new code for the notes plugin, I wanted the next
behavior: skip the notes windows from the pager but still let the user
cycle to them.

It looks like xfwm4 doesn't cycle to windows anymore that have the skip
pager hint (or taskbar hint), while, for instance, it works on openbox.
Who is compliant?

I've found this[0] in the wm-spec, which describes the pager as a little
user interface for panels to manipulate the windows.  Should I report a
bug?  It sounds like a bug :p
