Skip pager hint doesn't let you cycle to the window

It is not a matter of being compliant or not, neither being right or
wrong, the spec doesn't specify anything like that, thankfully.

In xfwm4 it is optional anyway, you can skip of include windows with
SKIP_PAGER/SKIP_TASKBAR, check wmtweaks...
