There's a clear difference here: They're not planning the development of
Xfce as you put it, but that of Xubuntu. How on earth could a distro be
distribution-independent? ;)

As Jani said, he's just bringing their plans to the attention of Xfce
developers to reduce duplication of efforts. I for myself (especially as
a translator of both projects) sincerely hope for as little
customization as possible.
