and yes you're confused... or just ignorant...
the title bar is defined by the gtk theme...
somewhere in gtkrc you will find:
style "titlebar" = "default"
{
bg[SELECTED] = "#6C6D6E"
fg[SELECTED] = "#ffffff"
bg[INSENSITIVE] = "#e6e8ea"
fg[INSENSITIVE] = "#9ea6b2"
