This is a bug.  Report it on bugzilla.  As Benny said, it's up to the 
maintainers to update the POTFILES.in file when they add or remove a 
file with translations.  I agree that automating the process sounds 
attractive in theory, but in practice, it's going to cause problems.  At 
any rate, if you encounter this and want to do a translation, you're 
obviously capable of modifying the file yourself in your local copy so 
you don't have to wait for the maintainer to do it.
