Hoi Maarten,

Ok, works fine, I'm ready to commit this. One question: the 
$(datadir)/xfce4-devel/ location for panel.def is a new directory. I'd 
rather avoid installing directories like that with one file only used 
for cygwin. Is this location fixed by cygwin?

Perhaps I just need some autoconf magic to conditionally install it...
