It's not fixed by cygwin at all. I figured it would be a proper location 
for these files (xfce4-panel also installs a file in that directory, 
panel.def).

If you'd rather see it somewhere else, just tell me and I'll change the 
location.

As it is, it's only installed for cygwin, not for other platforms.
