[PATCH] xfce4-panel, cygwin

Hi all,

I just realized that it's likely I need to update the patch to 
xfce4-panel a couple of times, and therefore it's probably better not to 
apply it yet. I'll finish porting all submodules of xfce4, and then 
submit a new patch for xfce4-panel for review...
