We usually use patches for that purpose, rather than giving full write
access on the CVS (at least at first).

Depends on what version. HEAD is the for the next coming unstable 4.2
release, while "xfce_4_0" is the current stable release. I don't what
version you plan to work on.

I don't know the status of the current Chinese translation, I guess you
know that better than me.

It's really up to you and how much resources you can spend on this. HEAD
is a moving target, as neither code, nor functionalities nor even
messages are frozen yet. "xfce_4_0" is frozen, only bugfixes go in
"xfce_4_0".
