workspace margins not being obeyed

hi all-
i have the top workspace margin set to around 70 pixels so as not to
overlap the panel i have in the top right corner of the screen. most
apps are placed properly, but mozilla, firebird, and thunderbird somehow
always get placed all the way in the top left corner of the screen,
ignoring my 70 pixel margin.
openoffice displays similar behavior, but only if i put the window in
the top left corner before closing the app and then restart it - it
appears to remember where it last was and puts itself back there on startup.
seeing as the mozilla-based apps and openoffice both use their own
toolkits, i'm guessing that the fault probably lies with them. however,
is there any kind of workaround that can be put into place to force an
app to move if it disregards the margins?
on a side note, i may be in a situation where i want to have my cake and
eat it too... while i have a panel in the top right of my screen, it
stretches a little bit past the center of the screen. i like to stick
my beep window (gtk2 port of xmms) in the top left corner, in
windowshade mode to make use of what otherwise would be wasted space.
it seems to remember where it was as well and claim the top left corner
on startup. i don't want _that_ to stop working ^_~.
any thoughts?
