Try $PREFIX/xfwm4/themes/default.keys/keythemerc

If you want to roll your own, it'd go in 
~/.themes/xfwm4/(keythemename)keythemerc, e.g. mine is 
~/.themes/xfwm4/custome.keys/keythemerc (I'm so creative)
