Personal keythemes not currently working but docs say they do

$HOME/.themes/xfwm4/custom.keys/keythemerc is the correct location.

It works here, with RC2, even if a $HOME/.xfce4/xfwm4/themes/custom.keys
would maybe be a more logical place.
