How can I remove "Add Launcher"?

Hi!

I want to remove "Add Launcher" item from the pop-up
menus in xfce-panel. How can I do it? Is there any
configuration parameter which does this?

FYI I am customizing xfce4 for a set of users who
should
not be allowed to change the default settings of panel
and menu items.
