German translation for xfwm4

after a few try-and-error rounds, this emerged:

LC_ALL=de_DE.UTF-8 emacs ....
META-x set-keyboard-coding-system RET utf-8 RET
META-x set-buffer-file-coding-system RET utf-8 RET
