gtk and panel theme icon size

After moving from rc2 to rc3, my wife's BeOS panel icons shrunk like
crazy. You can barely see the Exit, Mixer, and Setup icons. The theme
she was using was Xfce. If I change the theme to something else, the
icons return to their expected size. There are a few themes that seem to
shrink the icons, most of those starting with Xfce-* do. I don't recall
seeing this mentioned before.

Commence with the "size matters" jokes. ;)
