Curve UI Changed in latest RC?

I just installed the latest RC, and I noticed that the Curve UI has
changed.  All the menu/toolbar items seem really padded now.  Is this
what was intended or is it a bug?

To see it, open evolution and look at the Mail Actions menu.  Compare
that menu in Xfce-curve v. Xfce, or Xfce-smooth.  Under curve, the menu
is about 1.5x longer.
