Converting xfce3rc -> xfce4rc (pre-alpha)

Hi all, Matthew, Joe:

After beating txt2XML enuf, :), I got the rules written to generate XML
from the xfce3rc file.  For now, the tags are descriptive to make it
easy to transform(and debug) but the tags can be changed to conform to
what is needed, if different tags(similar to xfce4rc) are needed. No
problem there. :)

However,  there are a couple of bugs in my "rules" for txt2XML. Well,
at least a couple that I found so far.  So it is not quite done; plus
it still has to be transformed to xfce4rc 's XML format(somehow...?).

Just thought I'd let y'all see that I am working on it (as time
permits).

[ multilanguage partial sample attached (7.3 kB - very slightly
annotated) ]
The sample is a "test" sample so some of the correlation is not there
but the general structure is obvious.  
Big problem(maybe): It does not appear that language accents are being
copied correctly;  idunno why(ignorant American :)...
