hide panel with _NET_WM_STATE_SKIP_TASKBAR

If you don't mind, I'll do this. The panel can be closed from the
right-click menu for people who don't show the minibuttons. Hiding the
panel has always seemed a silly thing to do to me.

So, unless strong arguments in favor of these buttons appear, I will
remove them.

Thanks for reminding me I'm a lazy bastard who doesn't fix known bugs :D
