hide panel with _NET_WM_STATE_SKIP_TASKBAR

BTW, since you're speaking about the panel, I would be happy if I can
put the focus on it with alt+tab. It is always skipped while using
alt+tab, regardless of the panel layer, and this force me to do a great
effort for moving my lazy hand from the keyboard to the mouse (I am a
keyboard addicted since I decided to avoid any "mouse elbow").
