hide panel with _NET_WM_STATE_SKIP_TASKBAR

Hi Jasper,

I think you you either remove the _NET_WM_STATE_SKIP_TASKBAR property or the
hide/close buttons on the panel. It can be really confusing for users
(especially newcomers) who hide the panel but don't have a way to restore it
since it's not shown in the taskbar.

Maybe it's time to remove the close/hide tiny buttons so that the user won't
inadvertendly (whoops, not sure it's proper english :) ) hide or close the panel.

What do you think ?
