This is depending on the launcher. Maybe the launcher cares
about "Preferred Applications" setting.

$ xfce4-settings-manager
    Preferred Applications > Utilities > Terminal Emulator

In a terminal run

$ exo-open --launch TerminalEmulator

to see if the preferred applications setting works. If it works from
command line, but not by using the launcher, then it's another issue.
