Can't make clipman actions work at all

I've found a clue.

If I set the "Activate only on manual copy" tick box then the action
works, only when I CTRL/C the selected text though.  If I unselect the
tick box then the action doesn't work at all.

Sounds like a (fairly trivial) logic bug in the code.
