Can't make clipman actions work at all

I'm having trouble with getting clipman actions to work.

I have enabled actions and set up a very simple action which should
work on a plain four character text string.  However nothing happens
when I select a matching text string, I've tried both CTRL/C selection
and selection with the mouse.

The text selection appears OK in the clips list in clipman.

How can I diagnose the problem?

I'm running clipman on xubuntu 15.04.
