Permission problem

Hi list,

I have problem with xfce 4.8 on debian 7.8 i386: poweroff and reboot 
button are greyed.
I try to solve this problem with "I'm unable to shutdown or restart my 
computer when running Xfce." on 
https://wiki.xfce.org/faq#session_manager site.
1. Using sudo:
In my system application is in 
/usr/lib/i386-linux-gnu/xfce4/session/xfsm-shutdown-helper
I add
%users ALL = 
NOPASSWD:/usr/lib/i386-linux-gnu/xfce4/session/xfsm-shutdown-helper
type
gpasswd -a myuser users
gpasswd -a myuser power
but error appear "gpasswd: group 'power' does not exist in /etc/group

2. Using hal and dbus

In my system file /etc/dbus-1/system.d/hal.conf does not exist.
