Try creating /etc/polkit-1/localauthority/50-local.d/consolekit.pkla
with the following content:

[restart]
Identity=unix-user:<username>
Action=org.freedesktop.consolekit.system.restart
ResultAny=yes

[stop]
Identity=unix-user:<username>
Action=org.freedesktop.consolekit.system.stop
ResultAny=yes
