This can be done with YaST. Also possible to do the following:
YaST, System, /etc/Sysconfig Editor. There you go, Desktop, Window
Manager, DEFAULT_WM and select xfce.
Or in /etc/sysconfig/windowmanager
DEFAULT_WM="xfce"
