DEFAULT_WM sets the default window manager for all users which
may or may not be what the OP wanted. A per-user selection in xdm
equivalent to the menu and .dmrc used by halfway modern and
usable display managers like GDM/KDM/LightDM is a custom
.xsession/.xinitrc shell script calling startxfce4.
