OK, so this doesn't seem to be a WM bug (as in 'unintended
behaviour'). This probably affects the pager ('workspace switcher'),
which seems to be part of the panel [1]. You might file it against
that.

However, one question. Are you clicking on workspace 5 while you're
originally in 3? Or are you using the scroll-wheel? If it is the
latter, I would consider it as intended behaviour.
