Can you confirm the same behaviour when using keyboard shortcuts
ctrl+f1 through ctrl+f9? See Settings > WM > Keyboard.

I would suspect that this is a bug; I don't use so many desktops so I
couldn't confirm. Search the bugtracker to see if it was already
reported, else consider filing a report. Regards
