How do I get application menu on desktop right-click?

I actually discovered this bug on a fresh xfdesktop installation, I
don't remember opening a bug or if it really was the latest git
revision. Can you open a bug for it? But there actually seem to be one
or more bugs in xfdesktop with "unset" configuration miss-behaviors.
