How do I get application menu on desktop right-click?

I've been thinking about it, and I'm wondering if this issue could be
caused by the fact that dbus was broken the first few dozen times I
tried starting xfdesktop (I wasn't in the plugdev group, and then
after I added myself to that group I forgot torestart dbus).
